What matters in practice

The location of the failure provides clues. Damage under tires suggests a different stress pattern from widespread lifting, isolated edge failure or bubbles appearing across a damp basement. A wide photo plus close-ups helps separate a local repair question from a system-wide problem.

Coating over a failure without identifying the cause can hide it temporarily and make the next repair harder. Loose material has to be removed, the concrete and remaining coating assessed, and the replacement approach matched to what is actually sound.

No responsible inspection can promise an answer from one photo, but it can establish the next step. Document when the floor was installed, how it was prepared, which products were used if known, where water or vehicles contact it and how the symptoms changed over time.
